This study examines the impact of artificial intelligence on journalism in Portugal, bringing together data and recommendations to support a responsible adoption that upholds ethics, transparency and the public interest.

In recent years, the emergence of artificial intelligence has brought about profound changes in journalism, introducing new challenges to professional practices, media sustainability models and the integrity of public information. These technologies are already embedded across different stages of journalistic work, from content production to distribution, delivering significant gains in speed and efficiency. At the same time, their growing adoption raises critical questions around ethics, transparency, ecosystem sustainability and public trust in the information people consume.

Recognising the essential role of journalism in sustaining a democratic society, the Calouste Gulbenkian Foundation, in its capacity as manager of the European Media and Information Fund (EMIF) under the Democracy and Civil Society Programme, commissioned this study on the application of artificial intelligence in journalism in Portugal.

This work forms part of a broader strategic reflection on the future of the media and the impact of emerging technologies in the public sphere. The White Paper on Artificial Intelligence in Journalism in Portugal was therefore conceived as a tool for reflection and guidance for public decision-makers, newsrooms, and media and technology organisations.

The White Paper brings together data, analysis and practical recommendations designed to inform public policy, support strategic decision-making, and contribute to the development of informed and sustainable editorial frameworks.

Its overarching aim is to support the responsible adoption of AI solutions by fostering an in-depth, comprehensive and participatory discussion that safeguards fundamental values such as the public interest, fairness and transparency.
