This initiative is led by the Bertelsmann Foundation, with the scientific supervision of the Migration Policy Institute – Europe, and seeks to contribute to the capacity building of national asylum systems so they can function more effectively.

The initiative, which the Gulbenkian Foundation has now joined, aims at identifying the obstacles and challenges that the EU Member States that host asylum seekers and refugees face in transposing legislation into on-the-ground action, and to share policies, practices and mechanisms that have been successfully implemented to address these challenges, encouraging the sharing of experiences and cooperation between the various countries. 

This work resulted in a report with learnings and recommendations at the European Union level and in a publication of four country case studies including a chapter about Portugal coordinated by Cláudia de Freitas (PhD) from Universidade do Porto.
