In a global context marked by geopolitical change and environmental, technological, and social challenges, strengthening the European Project as one of peace, stability, and prosperity is vital to safeguarding democratic values and promoting sustainable development across Europe.

The Gulbenkian Foundation aims to support civil society organisations established as think tanks that generate evidence and knowledge to enhance public understanding and inform decision-making by European and national institutions.

Grant conditions

Organisations may apply with projects whose total budget does not exceed €50,000.

Eligibility criteria

Applications are open to civil society organisations established as think tanks that:

  • Are based in a Member State of the European Union;
  • Are legally constituted and registered;
  • For entities based in Portugal, have their situation regularised with the Social Security and Tax Authority.

Applications will be automatically excluded if organisations:

  • Fail the integrity and risk assessment (money laundering, terrorist financing, corruption);
  • Are subject to EU or UN sanctions or restrictive measures;
  • Do not provide all required information or documentation.
