This national research had a dual focus: on the one hand, it sought to understand citizens’ attitudes towards these issues; on the other hand, it also sought to understand how civil society organizations are perceived in this field of work and what are the main approaches they follow to engage in environmental challenges.
The results of the study Climate of Change: Perceptions of Environmental Challenges in Portugal will be presented during this session, followed by two roundtable discussions to explore the main ideas of the report.
The study will be made available online on the same day.
Biographies

Filipa Dias
With a degree in Economics from NOVA SBE, she started her professional life at Unilever, where she made a career in the Marketing and Communication area. From major consumption she moved to retail, adding to her understanding of the consumer the integrating experience of the distribution channels. It was at the Francisco Manuel dos Santos Foundation and later at Ciência Viva that the production, dissemination and activation of knowledge become central to his activity.
At Return On Ideas and Ipsos-APEME she has developed, over the last six years, research projects focused on citizenship, with a particular focus on sustainability issues.
Enthusiast for the crossing of disciplines and perspectives, she likes to study the subjects in their laterality, questioning numbers and interviewing people without haste to formulate ideas and building inspiring stories that help to think and debate informed perspectives. -
Ana Horta
A sociologist, she is an assistant researcher at the Institute of Social Sciences of the University of Lisbon and in the research group SHIFT: Environment, Territory and Society. Her research has centred on the interactions between society, energy and climate, especially social practices related to energy use in the home, energy poverty and, more recently, energy communities. She is a member of the coordinating team of the Environment and Society Section of the Portuguese Sociological Association.

Filipa Pantaleão
Secretary General of BCSD Portugal, she is an environmental engineer and holds an MBA from the Faculty of Economic and Business Sciences of the Portuguese Catholic University. She is co-founder of Women in ESG Portugal and has experience in managing companies in the water, logistics, energy and waste sectors. She aims to contribute to a better future by promoting equality and inclusion in companies and also by demystifying ESG issues.

Paulo Lucas
An environmental activist for more than three decades, he worked for the now-former Setúbal Verde Project and for Quercus, an association of which he was a director and where he coordinated various projects linked to the conservation of habitats and species. He has worked with the Serras de Aire e Candeeiros Development Association and, more recently, is a member of the board of ZERO – Associação Sistema Terrestre Sustentável, where he monitors and tries to influence public policies in the areas of the ocean, water management, biodiversity, agriculture and forests. He has a degree in Documentary Film from the Polytechnic Institute of Tomar and a Postgraduate Diploma in Film and Audiovisuals from the Escola Superior Artística do Porto.

Vera Moutinho
Freelance climate journalist, she has been a multimedia journalist since 2007. Vera worked at PÚBLICO newspaper for 10 years, where in 2021 she helped launch AZUL, PÚBLICO’s desk dedicated to the environment and the climate crisis. Vera is also invested in education as a teacher at Higher School of Communication and Media Studies (ESCS) in Lisbon, where she teaches Multiplatform and Multimedia Journalism since 2017 and where in 2024 she opened the first course on Climate Journalism in Portugal.

Ana Rita Antunes
She is an environmental engineer from Universidade Nova de Lisboa and holds a master’s degree in energy efficiency from the same university. She is a founding member and currently Executive Coordinator of Coopérnico – the first renewable energy cooperative in Portugal – and a member of the General Council of ZERO – Associação Sistema Terrestre Sustentável, a national environmental non-governmental organisation, on a voluntary basis.

João Gonçalo Soutinho
He has a Master’s degree in Biology and is studying for a PhD at the Faculty of Sciences of the University of Porto. At the age of 20, he became an NGO leader and founder of the BioLiving Association, where he created and coordinated the VACALOURA.pt Project, with the aim of studying, with citizens, the state of conservation of Portugal’s largest beetle. At the age of 22, he started the Green Giants project in the municipality of Lousada to learn about and understand the importance of large trees for biodiversity and to use the information gathered to preserve these trees. In 2021, he co-founded VERDE – Association for Integrated Nature Conservation.

Sara Moreira
She has a degree in Biology from the Instituto Superior de Agronomia and a master’s degree in Conservation Biology from the University of Évora. She has been working at Associação PATO since 2017, where she is responsible for environmental education and nature conservation projects in the West region, especially in the Paul de Tornada Local Nature Reserve, managing the Paul de Tornada Ecological Educational Centre and the Óbidos Lagoon, where she runs various projects with the support of multiple partners.

Pedro Prata
Biologist with a degree in ecology and evolution from the University of Lisbon and the University of Amsterdam. He has worked on environmental projects in the Caribbean, Brazil and the USA, returning to Portugal to lead a rewilding approach in the Côa Valley. He currently directs projects that promote ecological restoration and coexistence between communities and wildlife, contributing to innovative solutions to the environmental crisis.
