The new EEA Grants fund, the Civil Society Fund, was established with the aim of supporting Civil Society Organisations in promoting democratic values, human rights, and equality, thereby contributing to the resilience of the sector in Portugal.

With a budget of €11.3 million from the EEA Grants, jointly managed by the Calouste Gulbenkian Foundation and the Bissaya Barreto Foundation, this Fund – running from 2026 to 2032 – is structured around three priorities of action:

  1. Democratic Values and the Rule of Law;
  2. Human Rights;
  3. Capacity Building of Civil Society Organisations.
