This report is the account of a project which established a series of bodies for voluntary coordination and action called Councils for Voluntary Service in Greater Manchester and Merseyside in response to the local government reorganisation of 1974.
However, the report is also of wider relevance: immediately to those who will now be carrying out similar exercises in other parts of the country, but also to those engaged in any bodies – regional arts associations, for example – which are on the one hand a means of enabling their member organisations to formulate common policies and pursue common aims, but which also themselves seek to act in a promotional capacity through their full-time staff. The conflict between coordination and promotion is one of the main themes of the report.
