Government public participation on climate strategy – the ACE Coalition
The Action for Climate Empowerment (ACE) Coalition is a group of civil society experts in climate and public engagement. The coalition was formed to help secure the UK Government’s commitment to public engagement on climate change, and to work with the government to shape its public participation strategy.
Calouste Gulbenkian Foundation’s UK Branch has supported the ACE Coalition since its inception and distributed a £40,000 grant to support its work in 2025. The ACE Coalition’s work to scale-up public participation in climate action aligned strongly with the Foundation’s approach and the aims of the early iteration of its Climate and Biodiversity programme (known between 2023-2025 as Climate and Ocean).
In June 2025, the Coalition shared a case studies report that featured a broad range of examples of inclusive, effective public engagement on climate.
In December 2025, the UK Government published its public participation plan – Energising Britain – which acknowledged the ACE Coalition’s work as the government department developed its approach.
