Programme Rules and Documents

In order to understand the legal framework and principles ruling the Programme, it is indispensable to read the Programme Rules.

In both (available in Portuguese only) the Application Manual and Promoter’s Manual, NGOs can find guidance on all steps necessary for the preparation and submission of applications. If the project is approved, the promoter (NGO) also find in this Manual all the necessary steps and procedures which follows: signature of the grant contract, submission of payment requests, progress reports and all aspects related to project implementation.

 

Minutes and other documents required for the application phase:

  • Budget (mandatory)

All project promoters must submit, in the application form, along with the form that is submitted online, a detailed budget by headings with unit costs. The figures presented in this budget must be consistent with the figures given in the application form (“Budget” section).

  • Partnership Commitment Declaration (if applicable)

Regarding applications involving partnerships, all partner entities (Portuguese or foreign), whether or not receiving funding, should sign a Partnership Commitment Declaration, which should be attached to the application form.

  • Liability waiver (mandatory)

For Bilateral Cooperation Initiatives, the applicant has a deadline of 10 days, after submitting the online application, to send to the Programme Management Unit the original of the liability waiver (attached to the application form), signed by those who have powers to legally bind the promoter.

  • Indirect costs (optional in the application phase)

NGOs intending to include in the application budget costs that cannot be directly allocated to a project, but that are indispensable for its implementation, can use the template available in the Programme website to calculate the value of indirect costs.

  • Expenditures Certification Report (project implementation phase)

Everytime partners based in one of the donor countries or international organizations or agencies thereof need to certify the expenses made in the frame of the project, the following document shall be used:
