The Calouste Gulbenkian Foundation Grants for Welfare Facilities
(1956 – 1986)
Since its establishment in 1956 and in line with Calouste Gulbenkian’s practice during his lifetime, the Foundation has granted funding to social service institutions across the country for the construction, extension and refurbishment of a diverse range of buildings dedicated to welfare: hostels, asylums and homes, daycare centres, crèches and kindergartens, hospitals, maternity wards and health centres, social welfare centres, and recovery and training centres, among others. The Foundation’s work in the field of charity, one of its statutory aims, has also included promoting rehousing and emergency housing schemes (through programmes such as Homes for Poor Families and support for displaced people and flood victims).
The granting of a subsidy to the beneficiary depended on the Foundation’s departments (Charity / Health and Social Protection, assisted by the Projects and Works departments and the Presidency) assessing the application and other elements, and subsequently making a proposal to the Board of Trustees. The demonstration of having obtained complementary subsidies (match-funding) from third parties (as a rule, from the Directorate-General for Assistance and the Unemployment Commission through the Ministry of Public Works / Urban Improvements mechanism) was a preferential condition for a favourable decision by the Foundation.
Through this line of action, the Calouste Gulbenkian Foundation took on a fundamental role in equipping the country with social support facilities, as an indispensable partner of the Portuguese state in trying to respond to the basic needs of the population.
The subsidies recorded in this chronology correspond to the support granted by the Foundation to welfare facilities in Portugal between 1956-1986, for which documentation has been located in the Gulbenkian Archives.
This documentation was subject to archival description by Rita Fernandes between October 2021 and October 2022 as part of the research project ArchNeed ⎯ Architecture of Need: Community Facilities in Portugal 1945-1985 (financed by Portuguese national funds through the Foundation for Science and Technology, I.P., under the project PTDC/ART-DAQ/6510/2020; Principal Investigator Ricardo Costa Agarez), of which the Calouste Gulbenkian Foundation was a Participating Institution. The authorship of the descriptive texts for the supports is also attributed to Rita Fernandes.
1956 – 1960
Parish Welfare Centre, São Julião de Monte do Trigo (Portel)
In March 1956 and April 1959, the Calouste Gulbenkian Foundation wards grants of Esc. 60,000$00 to the parish of Montetrigo, Father Manuel Lima, on a one-off basis, for construction of the Monte do Trigo Parish Centre.
Casa de Nazaré, Lisbon
In August 1956, the Calouste Gulbenkian Foundation authorises a grant of Esc. 5,000$00 to the Casa de Nazaré in Lisbon by way of contribution to the extension works at the institution.
“Calouste Gulbenkian” House in Viseu / Moradias Vicentinas, Viseu
In December 1956, the Calouste Gulbenkian Foundation authorises a grant of Esc. 21,663$00 to the Central Board of the Conferências de São Vicente de Paulo “for the construction of residential accommodation”.
São João de Deus Children’s Hospital, Montemor-o-Novo
In April 1957, the Calouste Gulbenkian Foundation makes direct enquiries to assess the needs of the São João de Deus Children’s Hospital in order to “award it the grant deemed to be essential for this purpose, up to a limit of Esc. 2,000,000$00”.
In December 1960, the Calouste Gulbenkian Foundation Board of Directors approves the proposal to increase the grant to Esc. 6,500,000$00, “including the funds already spent from the first grant of Esc. 2,000,000$00”.
In February 1966, the minutes of meeting nº. 693 establish that “the grant will be set definitively at Esc. 8,565,815$90”.
In June 1966, with the aim of building new orthopaedic workshops and a hydrotherapy unit, the Calouste Gulbenkian Foundation Board of Directors decides to award a further grant of Esc. 1,742,675$00.
In May 1975, it authorises a grant of Esc. 3,022,318$00 “for works to extend and improve the Children’s Hospital building in Montemor-o-Novo”.
São João Home, Porto
In July 1957, the Calouste Gulbenkian Foundation authorises a grant of Esc. 50,000$00 to São João Home in Porto “to extend its current premises, so as to increase the minimum number of beneficiaries to 100”.
São José Day Nursery and Orphanage, Murtosa
In July 1957, the Calouste Gulbenkian Foundation authorises a grant of Esc. 5,000$00 to the São José Day Nursery and Orphanage in Murtosa, for works on its premises.
São Domingos Sávio Salesian School, Vendas Novas
In July 1957, the Calouste Gulbenkian Foundation authorises a grant of Esc. 5,000$00 to Instituto Salesiano Domingos Sávio to contribute to the cost of building the Salesian School.

In June 1978, the Calouste Gulbenkian Foundation awards a further grant of Esc. 200,000$00 for acquisition of equipment.

In June 1958, the Calouste Gulbenkian Foundation authorises a grant of Esc. 1,500,000$00 to Instituto Ancilla Domini – Servas do Apostolado de Coimbra, to contribute to setting up the Rural Family Education School.
Headquarters, Day Nursery, Montijo
In August 1958, the Calouste Gulbenkian Foundation authorises a grant of Esc.200,000$00 to the Mutual Aid Society “União Mutualista Nossa Senhora da Conceição” in Montijo for construction of the Day Nursery. The plans were drawn up by the architect Amadeu José Gomes dos Santos.

In August 1958, the Calouste Gulbenkian Foundation authorises a grant of Esc. 120,000$00 to the Santa Casa da Misericórdia de Vieira do Minho for construction of “a small housing estate for poor families”.

In August 1958, the Calouste Gulbenkian Foundation authorises a grant of Esc. 200,000$00 to the Associação das Escolas de Jesus, Maria, José in Porto to help fund the construction of a new boys’ primary school.
In October 1981, a further grant is awarded for extension and refurbishment works, with a value of Esc. 500,000$00.
Parish Centre Vocational College, Alto da Serafina (Lisbon)
In August 1958, the Calouste Gulbenkian Foundation authorises a grant of Esc. 300,000$00 to the Alto da Serafina Parish Centre / São Vicente de Paulo Social Parish Centre, to help fund construction of the building to house the centre.
In May 1968, about half the value the grant is cancelled insofar that “grants awarded by the Foundation and not used within a given period of time must be cancelled”.

In September 1961, the Calouste Gulbenkian Foundation authorises a grant of Esc. 200,000$00 to the Diocese of Coimbra, on behalf of MONAC (National Self-Building Movement), “intended exclusively to pay for materials to be used in the construction of ten houses for the poor”.
Condessa de Rilvas Educational Medical Institute, Lisbon
In September 1961, the Calouste Gulbenkian Foundation authorises a grant of Esc. 200,000$00 to Condessa de Rilvas Educational Medical Institute “for the sole purpose of improvement works to the premises where it operates and to cover the expenses of initially setting up the pavilion (…) payment of this grant will be conditional on submission of designs or specific plans for the works and/or purchase of equipment; that when the grant is to be used for actual works, the designs and the respective budget must be submitted for the consideration of our Planning and Works Department”.
Calouste Gulbenkian Foundation also makes two further grants: one in March 1971 of Esc. 15,000$00 and another in September 1972 of Esc. 90,900$00 “to permit repair works for the rain damage”.
Headquarters, Associação de Albergues Nocturnos (Night Shelters Association), Porto
In September 1961, the Calouste Gulbenkian Foundation authorises a grant of Esc. 100,000$00 to Night Shelters Association of Porto “for it to carry out the more urgent repairs to its main building or to equip the same”.
The Calouste Gulbenkian Foundation later grants additional funding on two occasions: first in June 1962 (Esc. 57,500$00), and then in November 1976 (Esc. 100,000$00).
António Festas Housing Estate, Redondo
In September 1961, the Calouste Gulbenkian Foundation authorises a grant of Esc. 125,451$00 to the Santa Casa da Misericórdia de Redondo “for improvement works in the ‘António Festas’ housing estate for the poor, belonging to this Misericórdia”.
Património dos Pobres Housing Estate, Godim (Peso da Pégua)
In December 1961, the Calouste Gulbenkian Foundation authorises a grant of Esc. 60,000$00 to the Património dos Pobres Civil Parish of Godim Committee “to enable them to build two units, which will be called the ‘Gulbenkian Houses’”.
The Foundation went on to make two additional grants, one in April 1965 with the same value (Esc. 60,000$00) for construction of two more units and a second in October 1968 of Esc. 40,097$00.
Support for victims of the Douro floods, 1962
On 25 January 1962, the Calouste Gulbenkian Foundation Board of Directors considered the disastrous situation resulting from the storms in the north of the country, principally in the Douro region, and decides to contribute Esc. 5,000,000$00 “towards construction of houses to replace those destroyed or ruined (…) in the municipalities of Vila Nova de Gaia, Carrazeda de Anciães (Foz do Tua), Alijó (Pinhão) and Régua, and also to improve the riverside residential districts of Porto”.
On 16 April 1962, the Foundation resolves to approve a reduction in the grant initially allocated from Esc. 5,000,000$00 to Esc. 3,300,000$00, in view of the arrangements for distribution in favour of the “victims of the last Douro flood”.

In February 1962, the Calouste Gulbenkian Foundation authorises a grant of Esc. 120,000$00 to the José Luís Day Nursery (Santa Casa da Misericórdia de Cascais), “exclusively for the purpose of extension works on its building”.
Scoutmasters’ Training Camp, Caparica (Almada)
In February 1962, the Calouste Gulbenkian Foundation authorises a grant of Esc. 239,610$00 to the Scouts’ Association of Portugal “to be used in building the toilets and bathroom facilities at its Caparica camp”.

In May 1962, the Calouste Gulbenkian Foundation authorises a grant of Esc. 40,000$00 to the Infância Desvalida e dos Pobres Home, to help with the maintenance works at its headquarters.
In February 1968, the Calouste Gulbenkian Foundation authorises further funding of Esc. 168,000$00 “which, together with that from the Ministry of Public Works, will enable it to carry out general repair work in its headquarters”.
Património dos Pobres Housing Estate, Ponta Delgada
In June 1962, the Calouste Gulbenkian Foundation authorises a grant of Esc. 40,000$00 to the São Vicente de Paulo Women’s Association, Ponta Delgada “to make it possible to build two Património dos Pobres houses on the land owned by the Conference and where it has already built two such houses”.
Social Welfare Centre, Casal Vasco (Fornos de Algodres)

November 1967 Floods
Following on from the floods of the night of 25 to 26 November 1967, the Calouste Gulbenkian Foundation Board of Directors sets up a fund of Esc. 50,000,000$00 to help in repair works, rebuilding and the construction of new houses for families of limited resources, in the areas affected by the floods.
In February 1968, the Board of Directors launches a plan for construction of houses for the flood victims, determining “immediate award of the works contracts for phase 1 of the plan, with a total value of Esc. 28,496,000$00 for construction of 288 homes in Odivelas, Loures, Venda Seca and Arruda dos Vinhos”, and authorises an increase in the total grant to Esc. 64,000,000$00.
