Small Projects – Civil Society Organisations that Promote Democracy, the Rule Of Law, and Human Rights, Strengthened

This grant supports organisations contributing to Outcome 3: “CSOs that promote Democracy, the Rule of Law and Human Rights strengthened.” It funds initiatives that enhance organisational capacity, strengthen internal capabilities, and foster collaboration and collective action across civil society.

Support under Output 3.1 – “Organisational development supported” aims to strengthen the organisational development and long-term sustainability of Civil Society Organisations (CSOs) by enhancing the knowledge, skills and professional capacities of their staff and volunteers.

Support under Output 3.2 – “An enabling environment for civil society supported” aims to strengthen the sector’s recognition, coordination and collective voice by reinforcing the capacity and resilience of umbrella organisations, fostering platforms for cooperation and knowledge sharing, and promoting collaboration and networking among CSOs and with other stakeholders to reduce fragmentation and increase collective impact.


Conditions

  • Outputs:
    Output 3.1 - Organisational development supported;
    Output 3.2 - An enabling environment for civil society supported.
  • Project duration: Between 6 and 18 months.
  • Project grant amount: Above € 25,000 and up to € 37,500.
  • No co-financing required. Project funded at a rate of 100%.
  • Applications may be submitted in partnership with any entity established in Portugal, the Beneficiary States or the Donor States, as well as international organisations (see number 2 of the call conditions).
  • Partnerships with entities from the Donor States (Iceland, Liechtenstein and Norway) are encouraged.

Eligibility

Project promoters must be CSOs established in Portugal, operating as non-profit, voluntary and private entities, irrespective of their legal form, and complying with the following requirements at the time of application submission:

  1. Is established as a legal entity;
  2. Pursues the general interest or common good and has a non-commercial purpose;
  3. Is independent of local, regional and central government, public entities, political parties and commercial organisations;
  4. Is not a political organisation or a political party;
  5. Is not a religious institution.
  6. Must have an average annual turnover of at least 20,000 euros, calculated over the most recent three financial years for which information is available, or a shorter period, if the entity is more recent.

CSOs with an average annual turnover of € 2,000,000 or more shall not be eligible to apply for capacity-building projects under Outcome 3 where the applicant is the primary target of the capacity-building activities.

In addition to the conditions defined in the previous numbers, promoters applying to Output 3.2 – "An enabling environment for civil society supported" must be an umbrella organisation established in Portugal. For the purposes of this call notice, an umbrella organisation is a legally established entity that represents, coordinates, or provides services to a network, federation, or association of multiple independent member organisations operating within a common sector, theme, or purpose relevant to the Fund. The organisation shall cumulatively:

  1. Have a mission that aligns with the Fund’s areas of support, as defined in the Fund rules;
  2. Have a formal membership base comprising at least five distinct legal entities, the majority of which must be non-governmental organisations;
  3. Be able to demonstrate that its activities primarily serve and benefit its member organisations;
  4. Be registered and compliant with applicable legal and regulatory requirements.
