In 1982 the Gulbenkian Foundation’s Community Support Advisory Committee presented a final report to the Foundation on its work over the past five years. One of its recommendations was that the Foundation should take the initiative towards the establishment of a National Structure for Community Development.

Acting on this recommendation, the Foundation set up a working party to explore with other institutions the possibility of establishing some form of institutional structure or machinery for community development, and if necessary, in collaboration with those others, to establish such a framework. This report sets out the working party’s findings, its proposal for a National Centre for Community Development and its recommendations to the Foundation for implementing its proposal.
